You can rub the sheath, but a dog's penis can be damaged more easily by friction. It is only suppose to contact mucous membranes and is not really designed for 'rubbing', it is designed for knotting.A male dog is castrated, a female is spayed... neuter refers to either sterilization operation. He may still be interested in sex, but if he was neutered before puberty chances are less likely.

Read the guide to K9 sex and the neuter threads in the How To's FAQs and tech help bit and it will give you all the pointers in how to arouse him and which bit of his penis to pay attention too. But if he doesn't hump your hand if you give him a hand job then you can likely gaurantee he won't hump your arse either. As Gryph said you shouldn't rub his penis when it is exposed from the sheath as you may damage the skin there.

Bitches are spayed. Male dogs are neutered or castrated and, no, a castrated male dog is not likely to perform especially if he was mutilated young.LTD
